Important Commissions of State
State Election Commission
- Article-243 (k) of the Constitution provides for the formation of State Election Commission for Panchayats, under which there will be a State Election Commissioner, who will be appointed by the Governor. The State Election Commission has the right to prepare the electoral roll and to supervise, direct and control the conduct of the elections of the Panchayats.
- The State Election Commissioner can be removed on the same grounds and in the same manner as a High Court Judge.
- The 73rd Constitutional Amendment Act, 1992 ushered in a new era of democratic decentralization, under which both powers and responsibilities were delegated to elected panchayats at the district, block and village levels.
Bihar Human Rights Commission
- The Bihar Human Rights Commission was established on January 3, 2000. It was reconstituted on June 25, 2008.
- The purpose of this commission is to work for the protection of human rights in the state. This commission gives its views on such laws, in which any tendency of violation of human rights comes to the fore.
Bihar State Women’s Commission
- The Bihar State Women’s Commission has been formed with the aim of protecting the rights of women and monitoring their welfare programs.
- Bihar State Women’s Commission organizes workshops on women’s rights in different districts of the state.
Bihar Public Service Commission
- In Article-315 of the Constitution, there is a provision to constitute Union Public Service Commission for the Union and State Public Service Commission for the States.
- Bihar Public Service Commission came into existence on 1st April, 1949.
- The tenure of the members of the commission is 6 years or till the age of 62 years (whichever is earlier).
- The chairman and members of the commission are appointed by the governor on the advice of the council of ministers.
- Rajdhari Sinha was the first chairman of the Bihar Public Service Commission.
State Information Commission
- The Right to Information Act has come into force in the whole of India (except then Jammu and Kashmir) from October 12, 2005.
- The basic duty under this act is that in a democratic regime, the government and the government machinery should be accountable to the public and there should be transparency in the activities of the government machinery.
- According to Section 15 of the Act, the State Information Commission has been constituted for each State Government by notification of the State Government on August 22, 2005.
- According to Section 15, apart from the State Chief Information Commissioner, the number of State Information Commissioners in the State information Commission will not exceed 10, can be kept as per the requirement.
- Only those persons are eligible for appointment to the post of Chief Information Commissioner and State Information Commissioner, who are distinguished and outstanding in public life and who have knowledge of law, science and technology, social service, management, journalism, mass media or administration and has wide knowledge and experience of governance. The headquarter of the commission is in Patna.
- The State Chief Information Commissioner shall hold office for a term of five years or attaining the age of 65 years, whichever is earlier.
- The status of the State Chief Information Commissioner has been kept at par with the Election Commissioner of the Central Election Commission, he will get the same salary and allowances and other terms and conditions of service as the Election Commissioner.
- The State Chief Information Commissioner or the State Information Commissioner can be removed on the grounds of proven misbehavior or incapacity (incapability) by an order of the Governor after an inquiry by the Governor on reference to the Hon’ble Supreme Court.

- Establishment-4 November, 1975
- It consists of a chairman and two other members.
Bihar Panchayat Election 2021
- The notification for Bihar Panchayat Election 2021 was issued on August 24, 2021.
- Bihar Panchayat Election 2021 was held in 11 phases.
- The first phase of polling was held on 24 September and the last phase on 12 December.
- Total number of voters in Bihar Panchayat elections-6,38,94,737
- Total number of polling stations-1,13,891
- Total Posts- 2,47,656
- Bihar recorded 13 per cent polling in all 11 phases.
- The highest turnout of 44 per cent was recorded in the 10th phase of Panchayat elections while the lowest was 55.02 per cent in the second phase.
- In all 11 phases of the electoral process, women overwhelmingly exercised their franchise, with more women voting than men in each phase.
- The only block of Bihar where all the 8 gram panchayats are headed by women – Sarmera block (Nalanda district)
- EVM was used for the first time in Bihar Panchayat elections.
- 32,801 candidates were elected unopposed in the Panchayat elections in the state.
- There were 1734 posts where not even a single candidate had nominated to contest the elections.
- 21 year old Anushka became the youngest Mukhiya of Bihar from Kushhar Panchayat of Sheohar
- A record 58% women candidates have been elected in this Panchayat election, recorded first in India.
